To,
President,
Cardinal Cleemis Catholicos,
About:- Statement on Bishop Paul Toppo regarding recruitment of Tribal youth from Chhattisgarh in central forces
Sir,
We have came to know from UCANEWS portal news that Bishop Paul Toppo, Bishop of Raigarh from Chhattisgarh has opposed the government decision to raise exclusively Tribal battalions comprising local tribal of Bastar region of Chhattisgarh. Though Bastar region in particular and Chhattisgarh state in particular is reeling under intense bloodshed from leftist insurgents called Maoists, we never heard that Bishop Toppo or any other officer bearer of his institution ever uttered a single word condemning it. So, his statements are highly objectionable and condemnable by all means.
So, with this letter, we demand immediate action against Bishop Paul Toppo for blatantly denying the Tribal Youth, the Right to Earn Livelihood offered by Indian Constitution.
we want to drag your attention to following points,
1) His statement against recruitment of Tribal youth in CRPF is against spirit of Article 21 of The Constitution Of India, which offers liberty to all Indian citizens personal liberty.
2) By denying the tribal youth, the right to earn and live respectfully in the society by serving in Central Armed Forces he has committed a crime and also, his statement has insulted Scheduled Tribe people of the state. So Bishop Paul Toppo's statement is actually a crime under stringent SC And The ST(Prevention Of Atrocities) Act, 1989.
3) The same report says that Bishop Toppo has earlier welcomed the decision to raise exclusively Tribal CRPF battalions, but now opposing it for unknown reasons, so there is high possibility that he has struck deal with underground Maoist insurgents and he is opposing the CRPF recruitment to fulfill conditions in that deal, so CBCI must investigate reasons behind Bishop Toppo's volte-face, otherwise we have to approach Police to unearth and expose unholy nexus between Bishop Toppo and Maoists insurgents.
With this letter, we want to amply make clear that, if CBCI fails to take punitive action against Bishop Paul Toppo and other responsible CBCI office bearers for his anti-Tribal actions and actions which are directly or indirectly aiding and supporting Maoists cause; We will explore legal means to punish him under appropriate IPC sections in Court of Law.
If CBCI fails to respond us within 15 days from today, we would take our own course.
